Do you need a business licence to open a barbershop in Vancouver?

Yes. Vancouver licenses a barbershop as a Barber Shop or Beauty Salon under By-law 4450: $376 for 2026 plus a $77 application fee, expiring December 31. The VCH step and the setup.

Yes — as of October 2026, a barbershop in Vancouver needs a City business licence in the Barber Shop or Beauty Salon category, and the 2026 fee is $376, plus a one-time $77 application fee. Vancouver licenses every business under Licence By-law 4450, so the shop holds the licence whether or not the barber holds any certificate — and in BC, no barber certificate exists. The licence runs to December 31 whatever month you open, and Vancouver Coastal Health wants an application before the doors do. Below: the by-law, the 2026 fee, the VCH step, the zoning use, the home-based and sign rules, and the location setup in BarberFlow.

Which by-law requires the licence?

Vancouver has no licence specific to barbers; it has one rule for everyone. Section 3(1) of Licence By-law 4450 says no person shall carry on within the City any business, trade, profession or other occupation without holding a subsisting City licence for it. The by-law then sorts businesses into categories with their own fee, and the one for a barbershop is Barber Shop or Beauty Salon, defined as any premises where the primary purpose is the styling, cutting, or chemical treatment of hair.

Two things follow from that wording. The licence attaches to the premises and their primary purpose, so a shop that also sells product or does the odd facial is still a Barber Shop or Beauty Salon. And whether a barber renting a chair from you is carrying on a business of their own that needs a second licence is a question for the City's licence office — ask before the first rental agreement is signed, not after.

How much is a Vancouver barber shop licence in 2026?

The fee is set by amending by-law. By-law 14479, enacted November 5, 2025 and effective January 1, 2026, sets the Barber Shop or Beauty Salon fee at $376 for 2026. Under s. 6(1) of the Licence By-law, every licence expires on December 31 of the calendar year in which it was issued, so the renewal cycle is the calendar year whatever month the shop opens.

Does Vancouver Coastal Health inspect barbershops?

Yes. A barbershop is a personal service establishment, inspected under the Public Health Act's Regulated Activities Regulation, and Vancouver Coastal Health asks new operators to submit a non-permitted application form and supporting documentation to the local Health Protection Office — for the city of Vancouver, the office at 601 West Broadway. Do this before opening, and before the build-out if the plans are still movable. The City's licence and VCH's approval are separate files; one does not trigger the other.

What VCH does not ask for is a barber's licence, because BC has none. No licence or trade certificate is required to cut hair for pay in British Columbia; hairstylist is a voluntary trade. The BC barber licence guide covers the voluntary certificate, and how to open a barbershop in BC covers what the inspector checks.

Zoning, home-based shops and signs

The City's Zoning and Development By-law 3575 defines Barber Shop or Beauty Salon as the use of premises for the styling, cutting, or chemical treatment of hair — a service use. Confirm the unit's zoning district permits that use before signing a lease.

Cutting hair from home is less settled. Vancouver replaced its old Homecraft rules with new home-based business regulations in October 2024, which allow limited employees and customers at a dwelling. Whether a barber chair qualifies, and how many clients the rules allow, is something to confirm with the City in writing before buying the chair. Signage is clearer: Sign By-law 11879 requires a sign permit for most signs on private property, so the fascia sign is a permit application, not a weekend job.

What if you operate without a licence?

Section 3(1) is a prohibition, and the Licence By-law provides for a fine for each offence of carrying on business without one. Against a $376 fee, there is no version of the arithmetic that favours waiting.

How to set up the Vancouver location in BarberFlow

BarberFlow does not apply for the licence or file the VCH application — those are yours. It holds the shop's address, hours, services and tax setup, so the booking page is live the day the licence is.

Set up a Vancouver shop in BarberFlow

  1. 1
    Create the location

In Settings → Locations, add the shop with the address on the licence and its hours. Every setting below lives on this location.

  2. 2
Add services and share the booking page

List each service with its duration and price. The location's page at barberflow.com/book/{shop} shows the address, hours, services and prices — put the link on Google before opening day.

  3. 3
Apply the British Columbia tax template

Open the location's Settings tab, click Edit under Taxes and choose the British Columbia regional template, which carries the GST and PST lines. Which of your sales PST applies to is in the BC PST guide.

  4. 4
Enter the GST/HST number and keep the records

Under Settings → Company Settings → GST/HST Number, add the number once registration is required. Accounting → Payments records the tax on every payment and exports by date range.

The five mistakes new Vancouver shops make

  1. Signing the lease before checking the zoning district. The use has to be allowed at the address; a refused location is rent with no revenue.
  2. Filing with the City and forgetting VCH. The licence and the health approval are separate applications to separate offices.
  3. Opening in November and expecting a year. Every licence expires December 31, so the renewal lands weeks after a late-year opening.
  4. Assuming a chair renter is covered by the shop's licence. The by-law licenses anyone carrying on a business; ask the licence office before the first renter signs.
  5. Ordering the sign before the sign permit. Sign By-law 11879 covers most signs on private property.
