Yes — as of October 2026, a barbershop in Calgary needs a Personal Service business licence under Business Licence Bylaw 32M98, and a new one costs $285. Each barber who rents a chair from you needs a separate Personal Service (independent chair operator) licence at $172; employees need nothing. Before any service is offered, the shop notifies Alberta Health Services, and every business in Calgary needs land use approval for its address. Below: the category, the 2026 fees, the chair-renter rule, the AHS step, the land use and home-based rules, the fines, and the location setup in BarberFlow.
Which licence category covers a barbershop?
Calgary does not name barbers in its bylaw; it names the work. The City's Beauty and Body Services business guide, written under Business Licence Bylaw 32M98 (last amended September 16, 2025), lists the services that need a licence, and two of them are the whole trade: "shampooing, cutting, removing, coloring, treating or styling hair" and "shaving, massaging or otherwise treating the face or scalp". The category is Personal Service.
The same guide settles two things people argue about. A police information check is required only for tattoo, microblading, permanent makeup and piercing — not for hair. And commercial premises get a Fire Prevention Bureau inspection as part of the licence, which is why the fee below has a fire line.
How much does a Calgary personal service licence cost?
Fees come from the City's business licence fee schedule R2026-01. A new licence stacks three charges; a renewal drops the planning fee and trims the fire fee.
| Fee line | New | Renewal |
|---|---|---|
| Personal Service base fee | $172 | $131 |
| Fire inspection | $72 | $69 |
| Planning (land use) | $41 | — |
| Total, commercial premises | $285 | $200 |
| Personal Service (independent chair operator) | $172 | $131 |
Licences expire one year after issuance, and the City sends a renewal notice 45 days before. A home-based shop pays the base fee only, but needs a Home Occupation permit from Planning first — those fees are below.
Does a chair renter need their own licence?
Yes. The guide is direct: businesses providing personal services that rent or lease a chair or space from an already licensed personal service business require a separate Personal Service (independent chair operator) licence, $172 new and $131 to renew. Employees on commission do not need one; the shop's licence covers them. That makes the pay model a licensing decision as well as a tax one — a shop with four renters is five licences — and the BarberFlow employee tools track rent and commission either way.
Do you need to notify AHS to open a barbershop?
Yes, before the first client. Alberta's Personal Services Regulation (AR 1/2020) and Standards require businesses to notify Alberta Health Services prior to offering any new or existing service to the public. The AHS opening checklist adds the mechanics: since July 1, 2020 the notification goes through the AHS online form at ephisahs.albertahealthservices.ca, and plans go to a public health inspector for review before construction starts.
The penalty sits in the Public Health Act, s. 73(3): a fine of not more than $100,000 for a first offence and $500,000 for a subsequent offence. The person's credential is a separate file again: Alberta has a compulsory Barber trade, covered in the Alberta barber licence guide, while the City licence is for the business.
Land use approval, home shops and signs
Every business in Calgary requires confirmation of location approval before being approved to open and operate. In the Land Use Bylaw 1P2007, a barbershop is a Retail and Consumer Service under s. 286.1 — services related to the care and appearance of the human body or hair. In the C-COR1 district it is a permitted use in an existing approved building (s. 777(2)(u)) and discretionary where there is no prior commercial approval. A permitted change of use costs $190 and takes about 5 business days; a discretionary one takes about 10 to 12 weeks; a tenancy change about 10 business days.
A home shop is a Home Occupation. Class 1 (s. 207) is for residents only, allows a maximum of three business-associated vehicle visits per week, costs $0 and takes about 5 business days. Class 2 (s. 208) allows up to five business-associated vehicle visits on any one day, one non-resident worker, no signage and the lesser of 20% of the dwelling or 30 m², and needs a development permit: $427 plus $30 advertising ($457) under R2026-02, about 10 to 12 weeks. Three visits a week is not a shop, so a home barbershop is a Class 2 application.
A fascia sign needs no development permit when the use is permitted, the sign is 1.5 m² or less and it complies with the bylaw; otherwise it is $95 for a permitted sign or $821 with relaxations.
How the four cities compare
| City | Licence | 2026 fee | Health step |
|---|---|---|---|
| Calgary | Personal Service, Bylaw 32M98, plus independent chair operator per renter | $285 new, $200 renewal; $172 per chair operator | AHS notification before opening |
| Toronto | Personal Services Setting, Chapter 545 Art. XLIV | $450.91 new, $296.45 renewal | BodySafe notice 14 days before opening |
| Vancouver | Barber Shop or Beauty Salon, Licence By-law 4450 | $376 plus $77 application fee, expires December 31 | Vancouver Coastal Health application |
| Montréal | No city licence; borough certificat d'occupation | $100 to $420 by borough, no renewal | No salon inspection regime |
How to set up the Calgary location in BarberFlow
BarberFlow does not apply for the licence or send the AHS notification — those are yours. It holds the address, hours, services, tax setup and each barber's pay model, so the booking page and the rent records are ready the day the licence is.
Set up a Calgary shop in BarberFlow
- 1Create the location
In Settings → Locations, add the shop with the address on the licence and its hours. Every setting below lives on this location.
- 2Add services and share the booking page
List each service with its duration and price. The location's page at barberflow.com/book/{shop} shows the address, hours, services and prices — put the link on Google before opening day.
- 3Apply the Alberta tax template
Open the location's Settings tab, click Edit under Taxes and choose the Alberta regional template, which adds the GST line. When registration becomes mandatory is in the Alberta GST guide; the number goes under Settings → Company Settings → GST/HST Number.
- 4Set each barber's pay model
Set a chair renter to Rent with the weekly or monthly amount and a rent anchor date; the automatic rent-due reminder and mark-rent-paid come with it. Set commission barbers to Percentage. Each renter's own City licence stays their paperwork.
Rent, payouts and GST in one export
Accounting → Payments records the tax on every payment and exports by date range; payout and booth-rent records export to CSV for the accountant. Built for Canadian shops.
The five mistakes new Calgary shops make
- Signing a lease on a unit with no prior commercial approval. Discretionary land use runs 10 to 12 weeks; a permitted change of use in an approved building is 5 business days.
- Licensing the shop and not the renters. Each chair renter needs their own independent chair operator licence.
- Building the sinks before an inspector sees the plans. AHS wants plans reviewed before construction, and the notification before any service.
- Applying for Home Occupation Class 1. Three vehicle visits a week will not run a shop; a home barbershop is a Class 2 development permit.
- Letting the licence expire. It lasts one year from issuance; the renewal notice arrives 45 days before.
