Do you need a barber licence in Prince Edward Island?

Not for barbering in a barbershop. PEI’s Hairdressers Act says nothing in it prevents anyone from providing barbering services at a barbershop, so no licence is required for that work. Hairdressing in a salon is different: the PEI Hairdressers’ Association licenses hairdressers, and a salon needs a permit.

Who regulates barbers in Prince Edward Island?

The PEI Hairdressers’ Association (PEIHDA) regulates hairdressing under the Hairdressers Act. The Act defines “barbering services” as shaving the face or cutting, clipping, shaving or shampooing the hair or scalp, and defines a barbershop as a place offering those services to the public for a fee with a sign or advertisement saying so.

Section 1(2)(e) then says nothing in the Act prevents any person from providing barbering services at a barbershop. That exemption is not new: it dates from the Act as passed in 2006 (Bill 6, Royal Assent December 15, 2006). The Legislative Assembly’s bills register shows every later statute touching the Act — in 2016, 2023, 2025 and 2026 — was an education, private-training-school, miscellaneous-amendment or government-reorganization act, none of which changed who needs a licence. The consolidation is current to May 29, 2026.

How do you get certified as a barber in Prince Edward Island?

There is no compulsory barber credential. PEIHDA offers a separate barber membership at $40 a year, and hairdressing students complete a minimum of 1,250 hours before the association’s exam, which costs $125 for the complete exam, $75 for two portions or $50 for one. Hairstylist is also a Red Seal trade in PEI.

  • Calling yourself a licensed hairdresser, offering hairdressing as one, or operating a salon without a permit: prohibited by section 21.
  • Fines: $200 to $1,000 on summary conviction, and each day a contravention continues is a separate offence (section 22).

Is a barber different from a hairstylist in Prince Edward Island?

Yes, more than in most provinces. The Act treats barbering at a barbershop and hairdressing at a salon as different activities, and only the second sits inside the licensing scheme. Job Bank lists hairstylist certification in PEI as voluntary.

Can an out-of-province barber work in Prince Edward Island?

Yes. A barber providing barbering services at a barbershop needs no PEI licence. A licensed hairdresser moving to PEI should contact PEIHDA, which handles out-of-province applicants case by case.

What else does a PEI barbershop need?

Keep the shop a barbershop under the Act — a place offering barbering services with a sign saying so — and check business licensing with your municipality. Adding salon services brings the permit and licensing rules into play.
